Back when the new Colony of British Columbia was being formed, New Westminster was considered to be the official capital by the then Lieutenant-Governor, Richard Moody. The cities name was given by Queen Victoria, who named it after Westminster, which was part of the British parliamentary capital of London. Canadian Pacific Railway's completion during 1885 sped the city's growth and development. The new rail line helped supplies to be delivered through New Westminster's port and all over Canada and the rest of the world. Lots of businesses and buildings were erected along Columbia Street, that fast became an essential place for business operations and transaction in the city.

In the city is a thriving and active arts and culture community. Some of the participating groups consist of the Douglas College, Arts Council of New Westminster, New Westminster Symphony, Massey Theatre, Vagabond Players and Royal City Musical Theatre. The Arts Council of New Westminster supports and promotes the arts and culture within the community. Douglas College is the home of Amelia Douglas Gallery for the visual arts, Douglas College Community Choir and Community Music School. The "Arts at One" concert, Literature Alive Readings, gallery exhibitions and theatre productions, and Community Music School recitals are events meant for the people provided by the Performing Arts and Creative department all year round. Massey Theatre is a facility that seats 1,260 individuals that hosts a diverse array of performances and productions by the recognized Royal City Musical Theatre as well as other local organizations and global touring companies. The theatre also features the Joseph Plaskett Art Gallery. The New Westminster Symphony performs at the Massey Theatre and offers new symphony and classic compositions which are totally free to the public. The highly praised Vagabond Players are among the oldest community theatre groups in British Columbia. Its major venue is at the Bernie Legge Theatre in Queen's Park.

The New Westminster Parks and Recreation has 12 community parks which provide different amenities meant for its residents and visitors. These parks are: Glenbrook Ravine, Friendship Gardens, Hume Park, Grimston Park, Mercer Stadium, Landing Park, Queen's Park, Moody Park, Ryall Park, Sapperton Park, Terry Hughes Park, and Waterfront Esplanade. Friendship Gardens provides people a waterfall and pond, a totem pole, walking paths and benches to enjoy and relax the numerous flowers and trees. Glenbrook Ravine is a great site for New Westminster residents to stroll and view the beauty of ferns, ponds, wildflowers, waterfalls, and natural vegetation.
