In 1923, the 507 population of West Covina came together to incorporate the city of West Covina so as to prevent a sewage farm from being constructed within the existing city boundaries. Ever since then, walnut and orange trees have prospered all over the city. The city now has a population of 105,080 and is considered to have been "built out" to the point where the populace cannot grow much larger.

The city truly started to prosper and develop in the year 1969. Two examples of this growth came in the form of City Hall and Police facilities, which were built by the Joint Power Authority in the County of Los Angeles. Later on, they even constructed a three level parking structure in the civic centre complex. Within this complex, there is the West Covina Courthouse (renamed from Citrus Municipal Court), the Los Angeles County Regional Library, as well as several City Hall offices.

There is not much existing land left because the city seems to be entirely expanded. There is not too much industrial activity taking place in an around the city of West Covina. Commercial and residential companies are common, with retail companies being the most prosperous.
