The city of Rochester, New York serves as the county seat for the County of Monroe. It is the 3rd most populous city within the state after the city of New York and Buffalo. Rochester is situated just south of Lake Ontario.

Rochester is known as the world capital of imaging because of the concentration of optical science research and businesses. The University of Rochester is home to The Institute of Optics. Rochester Institute of Technology in the nearby Henrietta also has an imaging program. At present, the University of Rochester is the biggest employer in the Rochester area.
