In 1974, Captain James J. Regan, Pennsylvania State Police, organized a group of law enforcement professionals whose specialty is technical support of investigations. Today the National Technical Investigators' Association (NATIA) is a nonprofit, all-volunteer professional organization composed of United States and Canadian law enforcement and intelligence officers from various local, state, provincial, federal, and military agencies. Our members are responsible for supporting the technical operations, surveillance activities, and scientific support of their respective agencies.

The purpose of the association is to develop the professionalism of the members by furthering their skills and knowledge in the areas of technical surveillance, law enforcement, and forensic activities through the offering of special training, the interagency exchange of ideas and experiences, and assistance in the implementation of new techniques and equipment in the law enforcement community. In 1990, at NATIA's national conference, unanimous approval was given to establish a scholarship in the name of our late founder, Captain James J. Regan, in keeping with his philosophy of "excellence through education."

The Award

Two merit-based awards are conferred. Each consists of a $2,500 one-time scholarship. The recognitions will be presented at the national law enforcement Explorer conference or at a local ceremony.

Who Is Eligible

Any law enforcement Explorer who is in the 12th grade or in an accredited college program may apply. Candidates will be evaluated on the basis of their academic record, leadership ability, extracurricular activities, and a  personal statement on "What significance I place on a technical background in law enforcement."

Application Process

The applicant should also submit

  1. Three letters of recommendation (at least two from people outside of law enforcement)
  2. A 250-word (minimum) essay on "How will technology affect law enforcement in the 21st Century?"
  3. High school transcripts (if in college, submit both college and high school transcripts)
  4. A black-and-white glossy photograph (preferably in uniform) for publicity purposes in the event of selection
